Why Engineers unable to relocated manhole and yet send Man to the moon?

Govt spend billions on training of engineering specialist throughout the whole and yet they don't seemed to be able to tuck the manhole somewhere out of the tires path? Yet these specialist can send aircraft and man to the moon with precise accuracy. Are we missing something here? Or are we being taken for a ride?
