My panasonic HDC-tm60 is fuzzy especially when it's dark, do all camcorders in the $400-500 range have fuzz?

All cameras will show fuzzy images in the dark, no matter what their price. Some show less image noise than others, but you cannot have low light and a noise-free image at the same time (unless the sensor is refrigerated, but that is usually done only for satellites and telescopes).
