I cant bend my knee even after 2 operations.?

I fell from scooty on 23rd of feb and i had an operation on 25th feb. My 3 legaments were repaired and 4 screws were placed for fractured bone. I had physiotherapy continuously for 1 month but still i could not bend my knee. I got hospitalized again n March 30th and doctor did mobilization under general anesthesia. For around 1 week i could bend my knee till 120 degree but slowly slowly again i reached to 50 degree. I took second opinion and was suggested to change physiotherapist, which i did. After 1 month i could able to walk on my leg without support and knee pad but still can not bend my knee. I can bend it till 60 to 70 degree. Doctor advised me for another surgery (Orthroscopy i guess) he will clear all scar (I dont know technical term) which normally forms after knee operation due to which knee bending becomes difficult. I actually dont want to go for an operation. Right now i am searching for another option. Please suggest me on this. If you have any option please suggest with reference. I have heard about panchakarma but dont know its centers in Mumbai and that too i dont know which centers are specialist in my case. It is almost 4 months sine i fell and i am litterally frustrated. Please advise.
