Is it appropriate to congratulate Muslim people today?

Problem is we can't believe anything U.S. or Pakistan government tells us, both are notoriously corrupt, so we don't know when they are telling truth and when they are telling lies about other people and their own deeds. It is best to assume everything they say is a lie.
