Will my partner get hdc tag after hes been told hes not eledgible?

depends on why he is not eligible, only way i can see is if he is doing a long time and rules change while he is in a few years ago 4 years or more made you not eligible that has changed now. if it is because of past breaches then he should be able to appeal but i wouldn't hold my breath
