Why on earth do people congratulate someone for becoming pregnant?

I mean i find it strange because its like congratulating a guy for screwing a girl enough to get her pregnant. It reminds me one of my neighbors found out his friend's wife was pregnant and one day he shouts out to him "good job rick, way to go" haha he was embarrassed i could tell. So...why do you do it?
